Analysis of the Patient Protection and Affordable Care Act (PPACA) from a consumer and professional perspective.

The Patient Protection and Affordable Care Act (PPACA) is a health reform law designed to enable Americans to access healthcare services. ACA   was enacted to increase health insurance coverage, improve healthcare quality and lower the costs of healthcare by making insurance firms to be liable for the services offered (Molina and Briggs-Malonson, 2017).  ACA was designed to increase coverage for citizens who are overlooked by the public and private insurance mechanisms.  As indicate Kominski et al (2017) indicate, ACA has led to an expansion in coverage to millions of citizens, primarily by widening eligibility for Medicaid and subsidizing private coverage in novel insurance marketplaces. Since the enactment of the ACA, health professionals have experienced a rise in the figure of Medicaid patients as well as a rise in previously insured patients. According to Mason et al (2015), there is a rising concern regarding the capability of professionals to meet the increasing and substantial demand for care.  The upsurge in demand for care might not be sufficiently supported by the current health professionals. Inadequate supply of professionals could result in delayed access to services or even make patients forgo them altogether.

An explanation of Value-based purchasing and experience with the strategy

Value-based purchasing (VBP) is a model of payment that provides financial incentives to healthcare providers for fulfilling certain performance measures. My experience with VBP strategy is that it can indirectly lead to worsened care. Due to the correlation between the financial status of hospitals and their quality, hospitals that are profitable have more money to invest in staff and technology to improve and maintain quality. On the other hand, the majority of hospitals with lower quality measures are financially underperforming and serves a lesser socioeconomic demographics, and thus have low reimbursement.  When the reimbursement of these hospitals is further dropped due to financial penalties, there will be a decline in the quality as they face increased financial instability.
